Rules and Regulations
  1. Eligibility
    This competition is open to SingTel Partner Programme (SPP) members and overseas developers who meet the following criteria:

    1. SingTel Partner Programme (SPP) Members and Singapore Developers
      Individuals who are Singapore citizens or permanent residents, businesses or companies that are registered in Singapore, at the time of entry and throughout the contest end date. Any individual submitting the entries must be a resident of Singapore and at least 18 years of age. Singapore citizens or Singapore registered businesses or companies will be required to register as an SPP member before submissions become eligible for the competition. SPP Membership is free.     2. Overseas Developers
      Individuals who are citizens of any country (other than Singapore), businesses or companies that are registered, at the time of entry and through the contest end date in any country (other than Singapore) Any individuals submitting the entries must be at least 18 years of age.
    This competition is not open to SingTel or any of its subsidiaries, affiliated companies or their respective officers, directors, agents and employees.
  2. Submission Period
    Registration and submissions for the competition begins at 12:00:01 am on 1 November 2008, and ends at 11:59:59 pm on 31 January 2009. All submissions must be done online, and acknowledgement emails received by 11:59:59 pm on 31 January 2008.
  3. How to Enter
    Visit www.singtel.com/partner/ichallenge and follow the links to register for an iChallenge 08 account. All participants must login to their accounts and follow the instructions to complete their submissions before the end of the submission period. Entries by post will not be entertained. All SPP members will automatically have an iChallenge 08 account, which has the same login ID and password as their SPP membership accounts. Participants shall categorise their submissions under one of the following categories: Healthcare; Logistics & Transportation; Workplace Innovation or Consumer Mobile Application (each known as 'Competition Category'). SingTel reserves the right to re-categorize a submission under a different category in SingTel's sole discretion. To complete the entry process, participants will need to submit a beta or complete version of the solution based on the criteria set forth in the Judging Section (see below) and Development Procedures (see below). Solutions must be submitted by following the step-by-step process on the iChallenge 08 website which includes:
    1. A written description of the beta/working solution;
    2. Answer a series of pre-defined questions on the benefits of solution;
    3. The devices it will support;
    4. Up to 2 pages of instructions on how to use the solution (including screen shot in a PowerPoint file); and
    5. A beta version of the solution itself.
    The above information is to be submitted via each participants iChallenge 08 account. The iChallenge 08 account will be valid only for the duration of the submission period.

    Each solution must be original and created solely by the eligible individual, business or company submitting the solution. Solutions may not include any trademarks or trade names of any business entities without the permission of their owners or infringe any intellectual property rights or other rights of a third party. Incomplete entries will be disqualified. Each participant is limited to one entry only. If more than one entry is submitted, SingTel reserves the right to choose any one of the entries to proceed with the competition.

    In the event of a dispute as to the identity of the eligible company or individual submitting an entry, the participant will be deemed to be the individual, business or company in whose name the e-mail account was registered on the date the entry was submitted. SingTel and its respective affiliates, staff, employees are not liable for lost, late, stolen, illegible, delayed, or misdirected entries, technical software failures of any kind, lost or unavailable network connections, or failed, incomplete, or damaged online entries, garbled or delayed computer transmissions, which may limit a party's ability to participate in the Competition in any way. SingTel and their respective affiliates, staff, employees are not responsible for any problems or the technical malfunction of any telephone network or lines, computer online systems, servers, providers, computer equipment, software, failure of any email on account of technical problems or traffic congestion, or any combination thereof, including any injury or damage to participant's or any other person's computer or other property related to or resulting from participation or downloading any materials in connection with the competition.
  4. Development Procedures
    1. SingTel Network Services
      1. Location-Based Services (LBS)
        Information services accessible with supported mobile devices or mobile broadband connected PC's on SingTel's mobile network that utilize geographic position information.
      2. Short Messaging Service (SMS)
        A communications protocol that allows the transmission of short text messages with supported mobile devices on SingTel's mobile network.
      3. Multimedia Messaging Service (MMS)
        A communication protocol used on SingTel's network for supported mobile devices that allows the sending of messages that include multimedia objects (images, audio, video, rich text) and not just text as in Short Message Service (SMS).
    2. Technical Assistance
      Please send all inquiries to spp@singtel.com. You will receive a reply within 3 working days.
    3. Agreements
      Access to any SPP resources requires you to return a signed copy of the SPP membership agreement.
  5. Judging of Entries
    1. Short-listing Process
      After the competition end date, SingTel will shortlist the top 3 entries within each category (the 'Finalists'), to proceed for a final round judging (the 'Finals').

    2. Short Listing Criteria
      1. Applicability (35%)
        Does the solution directly apply to the challenge posed? Can this solution be used by existing companies in the industry today?
      2. Functionality (35%)
        Any major errors arising when the solution is used? Are there any innovative features? Is the solution easy to use?
      3. Design (20%)
        Is the solution easy to navigate? Does it require minimum training?
      4. Solution Overview (10%)
        Does the overview adequately explain the solution, the features, and how to use it? Justifications on how this solution can address a sizable part of the challenge posed.
      *The above questions serve only as a guideline for purpose of articulating the criteria.

    3. Finalist Notification
      Each Finalist will be notified by SingTel via e-mail by 20th February 2009. They will be notified of the dates of the final judging, to be held within 1 month of the first notification. Finalists are required to prepare a short PowerPoint presentation, which will be presented to the judging panel. Following which, there will be a question and answer session with the judging panel. Only shortlisted participants will be notified by SingTel. All Finalists must be present at the final judging session. Absence will be deemed as withdrawal from the competition.

    4. The Finals
      The following criteria will be used for judging of the Finals:
      1. Commercial Appeal (20%)
        The solution should appeal to the industry users or incumbents.
      2. Indispensability (35%)
        The solution should substantially alleviate the current issues faced by industry users or incumbents at the lowest cost of implementation.
      3. Innovation Factor (15%)
        The solution offers a new feature or function that is currently not available, or has yet to be developed.
      4. Scalability (30%)
        The solution can be deployed on most or all levels of the respective industry scenarios with ease.
      *The above questions serve only as a guideline for purpose of articulating the criteria.
      The highest overall score among the Finalists will win an 'Innovation Award'. In the event of a tie, the Finalist with the highest combined score for the 'Indispensability' and 'Scalability' criteria will win.

    5. Winner Notifications
      The winners will be announced via e-mail 2 weeks after the Finals. All winners will be invited to the SingTel Partner Programme Annual Appreciation and Awards Dinner Ceremony to be held in Singapore, in the first quarter of 2009.
  6. Prizes
    Each Competition Category will have ONE prize winner. The prize consists of a SGD 20,000 cash prize. SingTel will work with the winners from each Competition Category to commercialise their solutions and both parties will enter into an agreement that will set out the working relationship for the commercialisation process.
    1. The winners shall not enter into any agreement or arrangement for the commercialisation of their solutions by itself or with any other parties except SingTel for at least 6 months, subject to the terms of the agreement to be entered into for the commercialisation process.
    2. SingTel will use commercially reasonable efforts to work with the winners from each Competition Category to commercialise their solutions, subject to the parties entering into an agreement that will set out the working relationship for the commercialisation process. In the event that SingTel is unable to commercialise the solutions for any reason whatsoever, SingTel reserves the right to cease the commercialisation process and terminate the agreement accordingly.
  7. Intellectual Property Rights
    All intellectual property rights relating to the solution will belong to the individual, business or company. Notwithstanding the foregoing, where SingTel has provided any ideas or concepts for the solution during the period of commercialisation, both parties shall have joint intellectual property rights to the solution.
  8. Indemnity
    Participants shall indemnify and shall keep SingTel, its subsidiaries and affiliates, (the "Indemnified Entities"), and the Indemnified Entities' respective officers, directors, agents and employees (the Indemnified Entities and the Indemnified Entities' officers, directors, agents and employees being collectively, the "Indemnified Parties") harmless from and fully indemnified against any and all:
    1. third party claims made against; and
    2. costs, expenses, loss and damage whatsoever (including legal costs on a full indemnity basis) suffered or incurred by, the Indemnified Entities or Parties in relation to or arising from any breach by the participants of any undertakings, warranties or obligations under these rules and regulations.
  9. General
    All participants must comply with the rules and regulations set out in this competition. SingTel reserves the rights to use any of the entrant's information, and description of solution for any publicity or advertising or marketing materials concerning this competition during or after the competition without any compensation to the participants.
  10. Variations
    SingTel reserves the right to vary or revise these rules and regulations at any time and participants are deemed to be appraised of or bound by any changes to these rules and regulations.
  11. Governing Law
    These rules and regulations shall be governed by the laws of the Republic of Singapore.
